If I wanted to do an actual comparison
Neo Wins Inspection and Price by a mile, it costs 2,175 Val points while Kuronami costs 2,375
Another thing to mention is that Neo has a unique inspect animation whilst no other sheriffs have a unique inspection animation.
Reload and equip animation? This is where it becomes slightly more difficult, Kuronami obviously has more effort in terms of animation. Not being biased here, but I believe the animation should definitely go to Kuronami
Finisher goes to Kuronami as well, I love the fact it’s intractable but shooting noise goes to Neo, prefer it by a mile.
So, Neo has won by one more point, so it goes to Neo frontier

Easy choice, I don't have premium skin for sheriff, when I want to buy kuronami sheriff, neo frontier sheriff appears to the shop. So, yah that's my luck I bought neo. It's very cool when you inspect then immedietly shot for headshot.
I like tenz so i prefer kuronami, and personally using sheriff with both hands is bad

Waiting for it in shop will be an extremely rare chance. There are 766 skins in the game so around 0.56% that it will appear in the shop at all. So around 200 days you will need to wait for it.
