ok...implementation of some policies may require new law (Aadhar act for DBT, RTI Act for providing right to Information,) or even constitutional amendments (policy of 10% reservation to EWS); whereas implementation of some policies can be done within the existing laws, hence no need to bring any new law. Plz note that policy in itself don't require any legislative enactment, but their implementation may require new laws.
