I dont think Australia allowed to Hepatitis, HIV patients to work there. But yes if you want to go there for treatment you can go in that VIsa. But still I would suggest please confirm about it in Australia Embassy in your country.
You need to enquired about in your location your government is providing medicine free of cost or not, But I think in most of the countries medical tests are almost free or in low cost and medication is not free, in my knowledge.
