She is using Hochdeutsch. 'Partizipieren' is a word commonly used in Hochdeutsch - it's a slightly more elevated and erudite register of German than the more basic 'teilnehmen'. But it's a genuine German word, not an English loan word. The Duden attests the first use of 'partizipieren' in the German language for the year 1747.
