its not "mutated" foliage is actually called juvenile foliage. Its what the tree first starts as and its actually a defensive reaction when the tree grows juvenile foliage to protect its "leaves" from being eaten. As the tree gets older it will grow mature scale growth, but if you start trimming or cutting the tree it will revert to its defensive state and start growing juvenile foliage again. There's a saying when growing junipers that even when the wind blows the wrong direction on a juniper it will grow spikes.
The Problem i have is that i get no backbudding on the branches...the branches that produced mutated foliage are already to Long so if they Produce the adult leaves at the Tips again they are way too Long too keep. So i have to prune them again to get in shape. My Plan is to let the tree grow for two years with perfect Soil and much fertilizer in Hope of buds emerging . Any suggestions? ただ、私はアマですので時間はいくらでも掛けられるので、じっくり待つ事を優先させています。
また、この方法は間延びが全くないので針金での整枝もやり易いので助かります。

I think that it is to shorten the branches little by little and to increase water and fertilizer.
