Do you recommend building this deck ? Is it good ? Between this and mathmech and code talker which is the best

Yes.
But, if you had new account, my advice is, first, build Fallen of Albaz/Branded deck or Tearlaments x Kashtira deck to farming in ranked duel.
@Ignister deck is weak in defense, need more staples/support card, especially when you will use it to play in pvp/ranked duel.
