The fact that Penelope broke up with Josie just to make her to who she is now just shows how much Penelope really loves her and how far she will go to get Josie to where she is now. Posie theory:
What if Penelope and Caroline come back without a cure. And Penelope goes to talk to Josie about her lying to her about going to Belgium, and telling she loved her. But as soon as she says she loves her she finds out Josie is in a relationship. Penelope is heart broken but accepts it cause she loves Josie. The merge happens and Josie loses but before the merge even happened Penelope casted a spell that would save the person from dying after they lost. This spell is a love spell, a spell that will save someone once the person they love kisses them. So when Josie died Penelope told the person Josie was dating what she did, so that person tries to save her but fails because they’re not the person Josie loves. So then Penelope kisses her and wakes up. Then they have a little moment. At the end of the episode it shows Josie breaking up with the person shes dating, then tells Penelope she loves her. Then the show leaves us with a clip hanger of a New Monster coming.

I know we are all sad about Penelope leaving but my take on this is that they dont have a plot for season 2 yet since they will start writing it around June. Julie did say she wants all characters to stay but she is not sure about their individual schedules yet. Lulu said she hasnt heard anything yet because they dont know the budget for season 2 yet and the plot.
To be fair none of the recurring characters have signed any regular series contract yet (Jed, Kaleb, Pedro) because there is no budget for season 2 yet. Plus Lulu is doing tagged so she had to be written off for a while until her schedule for her other show is cleared. If tagged is not renewed for season 4 then she can be a regular on Legacies. If Tagged is renewed then most likely she will guest appear on mid or late Season2 or around Season 3

something that hasn't really been explored that yes Penelope broke up with Josie so that she could try to learn to be her own independent person. However, I think it was more about how Lizzie took up so much of Josie's love and attention that she couldn't give Penelope what she deserved. Penelope always came second to Lizzie, and that's part of the reason Penelope resents her. She saw the toll being Lizzie's twin took on Josie and how nothing was ever about her, always about Lizzie. Penelope and Josie both still loved each other but she couldn't handle always being put last and seeing Josie always neglecting herself. And clearly this blindsided Josie, which is why she "hates" her for breaking her heart. I'm still holding out for these two with the hope that they can come back to each other when Josie works on herself and has room in her heart and life for Penelope to give her what she deserves.
