Yes, you can apply now for a new passport. I don't think they will have a reason for new renewing your passport, going by the necessity to have a passport for a 3 yrs validity period
Really, I will suggest you call them, that's odd, so many people that applied after me received their passport in 7 to 10 days. I got mine in 7 days, it was delivered to my doorstep
