And the Justice league. And most of the infrastructure in Gotham (funded by Wayne Industries), and like a lot of private infrastructure like power plants. Oh and he knows all the Arkham guards by name.
He could work out funding it.

Is because in The end money isnt enought, gotham is corrupted till The core, The main porpouse of batman is erradicate that corruption as a symbol.
