this hub motor is designed for small 8 inches wheel. for that large wheel it has no torque and power at all. you weast so much energy on that. hot and burned motor. and it has small 250 watts stature. when you have 4 times bigger diameter, you must reduce rotation 4 times. now you have 1/4 torque of the 250 watts hoverboard's motor.

The best efficiency of those motors is at 250 rpm on 26 inches rim. but the best efficiency of hoverboard motors is 800 rpm on 8 inches wheel, with 36 volts. So this causes the motor to heat up and burn out.
You need to know what type of lacing is used, numbet of holes on the rim, the diameter of the circle on which the holes are drilled on the hub and make the calculation. Check out Roger Musson YT chanel. You'll find there a link to his wrbsite and you can download for a decent amount of money, an comprehensive manual about building bicycle wheels.
