It turns out I didn't have the mission yet. He appeared when the mission was available.
im sad to see the mixed steam reviews when the negative reviews i've seen seem to indicate more nitpicking and a few that suggested that people just didn't like the feel of this one when directly compared to the OG but from what I see and what the reviews tell me is that this this direction should be nice. Having a more personalized and detailed vehicle mechanic wise would work nicely with the idea of raiding for loot and going back to a base to make badder vehicles that would feel more meaty. Personally I like that idea. I'd buy it just to see but the price tag is a bit steep for me for things I might not have the friends to play with.

It's still updated. The new Junker Corp was a recent update
