To make it clear there was police in driving empire but you needed a pass for it (it wasn’t named police actually it was named security)and if you bought it you could also add a police light to your car and when you were on the team of police you had cuffs which got you the ability to arrest people who were on the team of criminals and arresting them would reset their bounty and that’s what the bounty was actually for (watch before reading the rest of my comment 8:44)so there actually was police that could arrest you but like I said they could arrest you only if you were on the team criminal.
