His english is amazing! It's better than most idol's english. Definitely there are idols like Jackson, Rap Mon, and Amber who speak it fluently - but they are the minority. Even if lots of idols know a little bit of English, Eunwoo's English is really good compared to the majority of idols.

He also just needs to slow down when speaking in English.
