Potterton Promax System 24HE not modulating - stabilizing burn by changing target temperature

Just changed the pump, checked there is flow, but still not working - it burns till it gets in protection, then , pausing for 3 minutes ( anticycling) , then burning again.
the boiler can be stabilized for few minutes manually.
Root Cause: Heat Exchanger partly blocked.
