I dont see how epic can prefer shotgun smg, to double shotgun. Makes no sense to me. They contradict themselves, and it seems like they just hate shotguns. Why is double pistol, double sniper, double smg, double rpg still viable but not double shotgun lol. Makes no sense that I can spray someone with 2 p90s and thats 100% fine and preferred by epic, but not 2 shotguns.

The point of a pump is to have high damage shots with slow shot time not to do a bunch of damage super fast
Thing is you have to understand this is coming from a business perspective. If someone is new to the game and they keep getting 2 shotted by double shotty, or cant keep up with the guy building up on them, or they get trapped because they are learning how to build. You have to understand that from the business perspective this is a good thing, because if a new player keeps dieng over and over because of a OP exploit, or cant learn how to build and keep up because the other guy has a billion mats, then that player will most likely give up and quit, and if that person quits then their losing players, which means their losing business.
The double pump removal was not for the people that complain. It is for the new players trying to learn the game.

I have an idea on how they can rebalance the double pump. I think keeping the cooldown can work if it didn't prevent you from actually shooting. Like the cooldown between shotgun shots can decrease accuracy instead so it can't be abused from certain ranges and require more precise timing and aim. Also rip at barrel stuff range
