Every country in continents such as South America, Asia, Africa, Middle East, should begin, if not already, instituting emergency and contingency plans for "climate change" effects. They need to establish in-house Emergency Rescue and recovery crews who are well trained and have the most up to date equipment and supplies so they are ready on Day 1. Looking at these videos from this country (Kenya), Saudi Arabia, Dubai etc., the countries are not prepared locally to help themselves and their citizens. From the Tsunamis in Japan and Indonesia, etc., all countries must make this a critical priority.
