To answer your question regarding for the hip hop samples policy , actually there was implemented back then when the era of hip hop arose. However, I'm unsure since when it kinda faded way somehow, and sampling in hip hop goes on. You can watch the documentary of hip hop evolution. It is a netflix series, and I could not remember the part that talked about the sample policy whatsoever. Hope it helps Cheers!
