Base sets are a nightmare to put together, I tried to put together a 2017 donruss set, I quit after awhile. Have hundreds of extras, still missing a few, it's like a rabbit hole of money. I put together the 2023 set, got lucky on that one, even that was looking sketchy for awhile.
I've put one 2023 Donruss set together and have two more in the works. The 2017 set has been absolutely brutal with all the SP cards and overall strange collation.
