Is the Anthem of Evil an additional theme for Palpatine, a theme for the Sith Eternal, a theme for the First or Final Order, or a theme for Rey and Kylo's positions as heirs to the Empire? I guess it's all of those combined. A theme for the villains' stakes in this war. A theme for the Dark Side itself. An Anthem of Evil.
Bit late, but basically all the big sequel themes (Rey’s, Ren’s) are forms of Palpatine’s OG theme. If I recall, the starting notes of Ren’s theme are the end notes of Palpatine’s, while Rey’s theme is a modified version of Palpatine’s. On another note, the part in Approaching the Throne sounds a lot like Revenge of the Sith’s ominous strings during the first act or two of the film, before Anakin has fallen to the dark side. Perhaps the theme really is a representation of the dark side itself.
1:10 is when it sounds especially similar to the motif which plays during the "We Shall Have Peace" scene in Revenge of the Sith, and a small motif played during the track "Confrontation with Dooku and Finale" in Attack of the Clones.

@General Grievous Depends how you look at clones. Is Palpatine's clone his son, or just a new him? Star Wars has always seen clones as children (Jango calling the Clone Troopers his sons, and them calling each other "brother").
It's both epic and eerie that this is basically a combination of the keynotes of Rey and Palpatine's themes. 0:451:462:012:283:51 are the parts where Palpatine and Rey's themes basically overlap, and 4:415:15 resemble Kylo Ren's entrance theme in TFA. John Williams is a pure genius for doing this composition and it is so underrated that few people have noticed this at all. This deserves more views!
I actually really enjoy this sort of natural progression of this similar motif. It starts in Attack of the Clones, when Dooku journeys to Coruscant to meet with Sidious. (If you look up the track Confrontation with Dooku, you'll hear it), then Revenge of the Sith multiple times including the one you mentioned, then finally in the Anthem of Evil. It's almost like, musically, Palpatine's machinations were part of the plan all along!

In the Legends timeline, I would use this for Thrawn's fleet in his trilogy!
