This is from 1998. Full blast commercialization of electronic dance music. Love Parade by this year is a multi-million business. Attendants to the dance events easily spend thousands on their look (clothes, hair, piercings, tattoos, ...) The times this track is from are definitely not the good old rave days when no one cared about the look just about the music. That'd been 1990-1993 IMO.
