definetley Layla, she has way more power than irma, is a guardian of tides and rules over all oceanic supernatural beings. I think Irma's far more creative with her waterbending and utilises more hydrokenisis in combat but Layla has far more skills and spells to use at her disposal.

Plus, Layla is only using her pink chewing gum thing, not real water. They call her fairy of fluids ( or fairy of waves for the recent versions) but she doesn't use other fluids. The pink bubble gum wouldn't stand a chance against the ocean itself.

And Disney filed a lawsuit in April 2004, for someone who cites Wikipedia as your source you sure haven't spent 5 min to properly read it.
