Fixed i t- after I put the computer and the IP camera on the same network. 192.168.1.x
Did a 'ipconfig' on the computer and found that it was on the 169 network. That was causing the connection failed message.
THe thing is - the IP camera gets detected, but when it has to talk / communicate thats when it needs to be on the same 192.168.1.x network ( in my case ) Your network can be different.
Putting it out here for anyone who encounters the problem

Im at 1:35, The IPFinder can find the IP address of my camera, But when I try to open it - or set the time on it, it says "Failed to Connect". Any suggestions.
The IP is visible but connection not happening !

Check the eathernet ip, I think your camera and laptop lan is not in same network.

Yes - both the computer and the LAN network were different network.
The IP camera was preconfigured with 192.168.1.232 and the computer was on LAN network 169.29.xx.xx
So, I connected the computer LAN to the IP camera network i.e 192.168.1.x network.
After which I was able to view the IP 192.168.1.232

What is the default 'admin' password for the IP finder. I dont know Hindi a lot - hence this question.
My IP finder that I installed just lists the Username and password empty.

default is 'admin', 'admin'.
If I try to change it - it will not take the 5 character pwd 'admin'.
It has to be 8 character with 1 upper , 1 lower and 1 strange character.
So - try not to mess with the default pwd.
