ICC can't hunt down warlords, it works on the mandates of the host nations to hand over the war criminals to it's jurisdiction. It's a court of law and not an entity capable of having a military of its own.
If i didn't get a chance to go to parliament to rise my issues from there, this is parliament where i can talk about something some people will hate me and use abusive languages but that doesn't stop me from rising my voice.
