- Russia's presidential administration has told officials to stop using Apple iPhones because of concerns the devices are vulnerable to Western intelligence agencies, the Kommersant newspaper reported on Monday. The Kremlin may provide other devices with different operating systems to replace the iPhones, Kommersant said. Kremlin spokesman Dmitry Peskov said he could not confirm the report, but that smartphones could not be used for official purposes anyway. Watch this video for more.

Russia and other governments should install android like operating system with custom API to avoid hacking. They can also use virtual sim cards.
Adding virtual sim cards allows the phone to change it's phone numbers which will make it more difficult to triangulate the location of the user and the users identity. Add encryption

There is only one that created by the east, which is Harmony OS and it doesn't work well like the west ones. What I try to say is that to create OS for phone, it requires resources, and research. It takes times.
