There are two puppeteers dressed in all black behind Jack controlling one arm each with a boom arm. The fingers aren’t moving, they are in a fixed position. They do have the ability to twist the arm near the wrist a little so it appears the hand is moving when it’s raised and lowered. I have a few friends that work at Disney in the production of these shows.
