That's Phil Brice doing the voice-over at 1:44 in. He's Australian and worked on the VoP in the mid-1970s before moving to the UK. He now runs a commercial production company called "Koala" in Birmingham.
There are a lot of Bill Mitchell voice-overs on this. He was an American VO who did lots of commercials and radio IDs in the 1970s.
