pH value is not a right indicator of the quality of the soap. They add artificial citric acid to soaps to convert basic into acidic. The right indicator is whether the soap has chemicals or not is the question.
Every substance is a chemical. Soo soaps without harmful chemicals might help to find the good ones .
Important factor to be considered in soap quality is its total fatty matter (TFM).
Higher the TFM quantity in the soap, better is its quality Only soap in India with 80% ,TFM is Mysore sandal
And The pH of Bisleri packaged drinking water ranges from 6 to 8.5 , Drinking water can be slightly acidic or basic
