DD does the same amount of damage you would have taken factoring armor, so you don't take 30% true damage from your enemies. You take 100% of the damage they would have dealt anyways, but 30% of it is delayed over 3 seconds
Fighter mages should have a chance. Vel koz or xerath must get wrecked if close, but swain and sylas are meant to engage and all in someone else. The problem is riot is too dumb to choose either healing or damage for some champions. Everytime aatrox got broken he would deal half an adc hp each q and heal more than half of his own hp in the process, even with grievous.
6 items mage should be able to do quite some damage to a fighter/tank if the build has mp pen and high AP But that realistically doesn't happen as they build 1 or 2 Magic resist items way before the mage even gets 4
