Some people think that word is interchangeable with miscreants. So he would be defining all people as equal as a baseline, but people who self identify as said word would be classifying themselves into a criminal/irresponsible subsection through the actions they take.
Think about it like kids who called a shirt or TV show or haircut "g**" and "re******." Those kids don't actually think the shirt has a mental capacity lower than other shirts or that the shirt seeks out shirts of the same gender on grindr. It means something different to them.
To this guy, the word does not mean all black people. He likes black people just the same as any other people.
I don't believe him, considering the group he decided to join, but that's an attitude I have heard from blacks and whites, and I'm guessing he uses it as a shield

But that is an Old Testament book, in the New Testament God not only sends Jesus to die for our sins but the “change” the rules. He even added a new commandment.
