It seems to me that Rowan Williams was mentioning-and not affirming-that view, and clearly said that that was a position which Jesus and Paul critiqued.

Dr. William was just being sarcastic about that kind of practice and belief (sarcasm). He doesn't condone it.
He was describing the Fallen Condition of the World....SIN
