I wonder if 'salience' is the right word for this model. The three dimensions of interest are important, and I think this is a more useful method of thinking about stakeholders (interest groups) than simple factor grids that are often used; but it misses a 'third' dimension that I've noticed, and along with the three dimensions, is in flux throughout the life of the project, and the stakeholder's own environment or circumstances. I call this 'intensity': the likelihood of the stakeholder acting in terms of his 'Mitchell' attributes. I've met powerful legitimate stakeholders whose urgency seems high (or their espoused urgency), yet fail to have the intensity to motivate action, simply because on a comparative basis, they think their efforts will bring greater value to them elsewhere.
