The difference in these missles is that they stay close to the ground to avoid detection, the ones we use now are small or have to achieve apogee in the stratosphere.
The difference is not "...that they stay close to the ground to avoid detection" but use their speed and maneuverability to nullify air defenses. The cruise missiles' advantage is because they stay close to the surface (ground or water) to avoid detection. Both missiles have the advantage of low altitude with the hypersonic having an additional advantage of speed.
1. High mach was only achievable on those jets under specific conditions, at extreme altitudes where the air resistance is low enough to go that fast. They were not flying at mach 3 in the low-altitude terminal regime where a missile is dangerous (the friction would destroy them). 2. Mach 5 is simply the minimum reported speed, the agreed minimum to reach the "hypersonic" label. Given that this is a boost-glide weapon, it's entirely feasible that you could accelerate it to mach 20 and beyond if you have enough altitude and the structure is sound.
You are just naturally assuming that America is understating it's capabilities at its most globally insecure moment in the past 30 years. It's embarrassing.
