No standard measurement. Let the cap be bigger than the bodice depending on how full you want the gathers. You can as well measure your round shoulder and X by 2 or add extra inches to the off shoulder.

It’s soft crepe
My waist is 41
So I will use 10.5 elastic
For the cape my burst is 46 so I will use 23 inches of elastic?
Yes. Or stretch the elastic round the waist and shoulder
