while I do think gengar is an amazing character, is also a super hard character to master, and that's kinda of a flaw on it (though I guess depends on who you ask). mastering gengar requires so much more effort than other characters, yet the reward you get from it is pretty much the same as other characters. there are so few gengar mains cause in the time it takes you to become good at gengar, you could have become an expert in another character. at the end of the day, if someone mains gengar, is cause they REALLY like gengar, not because it's an optimal choice. again, not cause he's weak, but because you need so much more effort to get the same results other characters can achive
