The problem is low mandatory limits on managed motorways enforced with speed cameras. Something sets it to a low limit like an abnormal load and following traffic can't go faster to switch the lower limit off.

In heavy traffic it could be caused by a driver 30 miles south slowing down a bit - the person behind slightly over-reacting and braking a bit more. All of a sudden you've got this slowing down effect heading backwards. Each driver has no idea why the phantom traffic jam has happened, as they're no-where near where it started.

How people phone in giving very vague info on dangers they've seen which lead to signs being lit over a wider are than is probably necessary. Also the automated HATO system which detects vehicle speed through censors and applies reduced limits automatically.

In the UK every motorway has 3 lanes. The only one with more is the M25 because there are constant turns offs and it’s needs to handle far more traffic.

Most important Road in West Midlands and west coast. Not the most important Road in the uk. Most important would probably be M1 and M25. M25 has 6 lanes in each direction at its widest.
I've just had a look through: the Jaguar E-Type appears at 21:43 in lane 3 southbound, and the black American car at 23:12 in lane 1 southbound. Good spot! I'm no expert on American cars so can't really help, but it does seem to have "fender skirts" on the back wheels, which might narrow it down a bit?
