At first, Phelba (Lindsey Stirling) appeared as an obsessive fan (and she still will be...) interviewing others asking if she knows Lindsey and talks about her. Later on, she is in videos of her trying to get close to Lindsey by dealing with her staff members.
Green screen is what came to mind at the end. Though editing software today may have similar, more advanced alternatives.
