- Baswan Committee Report and the UPSC Civil Services examination: Dr. Vikas Divyakirti begins the seminar by recounting the unease among students who are worried about the implementation of the Baswan Committee Report. The Committee had submitted its report to government in August 2016.
The video lecture by Dr. Vikas discusses the following:
(a) Why was the Baswan Committee needed? Why was it made? And when? And what has happened suddenly (why is it in news)?
(b) What are the recommendations of the Baswan Committee (such as on exam pattern, age limit in UPSC Civil services etc.)?
(c) When will it be implemented?
(d) What will be its effect (esp on the Indian/vernacular medium students and on those from village background)?
(e)How to manage the aftermath (if any)?
EXAM REFORM COMMITTEES OVER THE DECADES: Dr. Vikas says that the UPSC has many functions to perform and committees to recommend suggestions for exam improvement have been made from time to time.
A quick history: 1976, Kothari committee (on recruitment policy and selection), 1989 Satish Chandra Committee, 2000 Alagh Committee, 2004 Hota Committee (Hindi medium students used to fear Mr. Hota as interview marks were usually less for Hindi medium students in his board), Khanna Committee (CSAT), Nigvekar committee, following CSAT debate (whether it helps English medium and Maths background students over Hindi medium UPSC aspirants), Arvind Verma Committee (after intervention of Court; decided on the 8 questions which were only in English), dropping by NDA government of the 8 English questions; latest B. S. Baswan Committee (2015 August, 1968 batch IAS; former director of LBSNAA; former secretary of Ministry of Social Justice, also tribal welfare; former IIPA director) by the NDA government for considering all questions related to exam, training, selection. In March 2017, UPSC has submitted its review report with Baswan committee report to the DoPT (which works under the PMO). Baswan committee recommendations are not public as of this moment. The recommendations (as perceived by public) are about lowering age limit and attempts and removal of the sole optional subject (note that before 2013, there were two optional subjects).
Dr. Vikas discusses various fallouts of Baswan report if age limit and attempt(s) is reduced. For example, students from villages and rural areas graduate late compared to students in urban areas and those with elite background. Also, sessions themselves are delayed in many universities across India (esp in places like Bihar and Uttar Pradesh where it takes more than three years to complete graduation). He also discusses many inbuilt (and inevitable) problems and shortcomings for Hindi medium students at UPSC that should be kept in mind before any overarching policy about age and optional subject is implemented.

ग्रामीण क्षेत्रों और छोटे कस्बों में ,ना तो बुनियादी शिक्षा का वो स्तर है और ना ही संसाधनों की वैसी उपलब्धता जो मेट्रो शहरों में है ।भारत जैसे देश मे एक सामान्य छात्र ,(BA, BSc, Engg.जैसा सामान्य स्नातक कोर्स भी चुनता है) 22-23 की उम्र तक स्नातक हो पाता है। निश्चित रूप से इन बच्चों ने अभी तक वही पढ़ा , जो इन्हें कहा गया या उनके माता पिता ने निर्धारित किया। स्नातक होते ही जिम्मेदारियों का वहन करने के लिए वह नौकरी की तलाश में लग जाता है। स्नातकोत्तर चालू करने या नौकरी करने, दोनों ही स्थितियों में उसकी उम्र 25 तक पहुंच जाती है।
जिम्मेदारियों को सम्हालने,साथ ही अपनी रुचि के अनुरूप क्षेत्र का चयन करने और ज्ञानार्जन के भाव को आत्मसात करते हुए जीने में 2-3 साल और लग जाते हैं, तब तक वह UPSC के लायक बनता है।
ऐसे में भारतेंद्र सिंह बासवान जैसे लोक सेवक (या उच्च स्तरीय गणमान्य) उस छात्र को उम्रदराज घोषित कर देते हैं। विडंबना देखिए कि 72 साल के उम्र में कार्यरत एक व्यक्ति 32 साल के व्यक्ति को ओवर ऐज घोषित कर रहे हैं। (भारत+इंद्र=भारतेंद्र) संभवतः अपने नाम में मौजूद "भारत" को नजरअंदाज करके ये इंद्र भाव से संचालित हो रहे हैं।
"सबका साथ सबका विकास" चुनावी नारा मात्र है क्या ? अंत्योदय के नाम से सिर्फ योजनाएं चलेंगी या सबको अपनी क्षमता का पूर्ण विकास करने और अपनी भूमिका की तलाश का मौका भी मिलेगा? एक भारत श्रेष्ठ भारत " ,बिना समानता का अवसर दिए संभव नही है।
जब तक सम्पूर्ण देश में बुनियादी शिक्षा व जागरूकता का स्तर समान ना हो जाये ,UPSC सिविल सेवा जैसी अखिल भारतीय चयन परीक्षाओं की उम्र में कमी करना एक बड़ी जनसंख्या के साथ अन्याय होगा। बच्चे पढ़कर और प्रतिस्पर्धा करके राष्ट्र निर्माण में अच्छी से अच्छी भूमिका ही तो तलाश रहे हैं। UPSC को परिवर्तन करना है तो पाठ्यक्रम में या अन्य कोई परिवर्तन स्वागत योग्य है , परन्तु बचकाने तर्क और निर्णयों से उसे बचना चाहिए ।
तर्क दिया जा रहा है कि प्रारंभिक परीक्षा में जितने फॉर्म भरे जाते हैं उतने लोग परीक्षा नही दे रहे हैं । क्या upsc लोगों को फॉर्म भरने से रोक सकती है ? और परीक्षा ना देने पर लोगों को घर से निकालकर परीक्षा देने के लिए बाध्य किया जा सकता है ? लोकतंत्र है जनाब । एक ओर जहाँ देश पापुलेशन डिविडेंड की स्थिति में है वहीं बेरोजगारी भी चरम पर है । और वैसे भी प्रारंभिक परीक्षा का मूल उद्देश्य ही गैर गंभीर और जिनसे तैयारी में चूक रह गयी ,ऐसे छात्रों की छटनी करना है । ऐसे में UPSC जैसी संवैधानिक संस्था को ऐसे वाहियात तर्क शोभा नही देते हैं। भारत माता की जय ,नारा लगाने और सबका साथ सबका विकास चिल्लाने से नहीं ,बल्कि सबको समान अवसर देने से ही आएगा ।

If a person is 30+ and he is considered old then by that analogy all the civil servants who are above the age of 30 should retire and every year new recruits should take their place. If this is the reasoning given by policy makers why not they themselves take a look at the various reports about the life expectancy increase in India in last 3 decades. A person now at the age of 30 can live a healthy life up to 70+ with the new advancement in medicines and technology happening every second. With the history about the age limits shown seems like our politicians have made this issue as a carrot and stick with the public. That's why despite having such huge demographic dividend, governments and policy makers have not been able to capitalize on it.
Sometime back I read that there is a shortage of civil servants , why not slowly increase the number of recruits every year? UPSC's 2017 had openings for only 900 recruits. Why not any changes in the aspect of performance reviews of existing civil servants?.

In that case you should reduce the lower age limit (although 21is good) , however upper age limit should be remain 32- 33 yrs.

अगर UPSC को जवान अधिकारी चाहिए तो अनुसूचित जाति के छात्रों को 37 और अन्य पिछडा़ वर्ग के छात्रों को 35 वर्ष तक मौका मत दिया जाए। लेकिन सामान्य वर्ग के छात्रों को 26 की जगह कम से कम 28-30 वर्ष तक मौका मिलना चाहिए। अधिकतम आयु सीमा मे अभ्यर्थियों को 2 वर्ष अधिक का मौका देने से सरकार पर कोई विशेष फर्क नही पड़ेगा लेकिन छात्रों पर इसका निर्णायक फर्क पड़ेगा।
