The French character was based on Jaques Vallee, one of the leading UFO researchers in the world at that time. Many of the encounter scenes were loosely based on actual encounters.
One of the technical advisors in this movie was Allen Hynek, well known government payed UFO debunker. This should give you the gist what this was about.

I didnt get the purpose of the hand signals
One of the major themes of this film and something Spielberg wanted to convey was the overcoming of language barriers and communication between different races. Combining music with the hand signs means that anyone can understand it, no matter what they speak. No matter what race they are, human or not human.
