No, they said earlier in the movie that Bourne was "first gen, non-med" so aside from behavioral modifications, Bourne and the other Treadstone operatives have amazing training and superhuman qualities. But no drugs were involved with them
The Outcome program was unique-it combined physical prowess with mental acuity, but there was no brainwashing. This meant that agents could still feel emotions, worry, and experience concerns. After the failure with Bourne, the leaders were afraid of getting ten more "Bournes" and decided to eliminate them before they could go out of control.

Only downsides about "Legacy" is a number of characters aren't referred to by name onscreen (scene set in the café with Byer and a senior military officer is an example) and Oscar Isaac - in my view - doesn't really add much to the story. Besides that, there should be a sequel to this as Jeremy Renner is equally brilliant as Matt Damon - worth noting.
I think the general is named Don. Rick says it at the end of the convo. Also, Oscar is the first agent in the franchise to interact with the protagonist without trying to kill him. Just a bit of trivia.

I liked how Legacy explored the fallout of Ultimatum on the intelligence community.
This movie is amazing....so tense except for the ending...it's so easy and simple...anti climax
