It's all about containment!
The strategy of 'containment' is best known as a Cold War foreign policy of the United States to "prevent the spread of communism". It represented a middle-ground position between 'detente' (friendly relations and trade) and 'rollback' (actively replacing a regime).
Containment in the modern day can also be viewed as an effort to keep a state from developing by exhausting their resources, time and energy in war.
