I'm a player who always prefers vanilla over mods. But I can understand mod players getting frustrated when a good mod gets replaced with vanilla content. Also, I'm willing to bet on the fact that Araby was at one point work in progress and got scrapped for whatever reason. And I do feel as you do GW for some reason have backtracked on Kislev and Cathay. And I'm concerned if we're ever going to see the Monkey King and his monkey warriors at this point because of that.
As little trust as I have in GW to do anything they haven't really done before, I would be pretty surprised if Monkey King doesn't come around before WH3's lifetime ends. CA generally seems much less averse to pushing the limits of the setting, it really seems they're only limited in so much as what Games Workshop will give the OK to, and the Monkey King has already been talked about plenty.
