I got ruff up to the same place, he doesn't come up in the chest as much during the battle but I think it's because it would just be like god mode during a battle if that makes sense
I think when BK is ultra and ultimate, he is better, but when you only have a few Ultra characters, Ruffs is by far better with his main ability being so good.
