I can't find the statement now, but at one time UA-cam suggested talking to your Partner Manager about it. If your channel does not qualify for a Partner Manager, it likely doesn't meet the "Produce and monetize a significant amount of quality content on multiple channels" requirement.

Can you help to shut down 2 fake animal rescue channels run by the same guy? I have reported both his videos and his channels over and over again and none changes. He s still doing his thing!! Can you suggest another approach or help in any way?? The channels are "pet rescue center" and " animal house new" . Ty!!
