I don't remember when Windows 7 was new, but i knew about 2000 and XP from using it in elementary school. My first Windows PC was a new Gateway NE56R10U with Windows 8.
those GE sets you mention have very little flicker is due to those having a full wave bridge rectifier built in the plug, similar to all the newer commercial/pro grade sets sold online today
I have one Windows XP system to this day. There is some software I use that will not work on any other system. I remember getting window seven when I just started middle school. Now, I remember I was probably about 10 years old when I bought my first D. EL set of lights add orchard supplies. They no longer exist. I still have the set. It does not work very well anymore.I still don't think the del ones work very well. I live in a pretty wet state, so the little iron pins on the d. EL tend to rust away in a few seasons.. You're probably not much older than I am. Then, 10 years ago I was out of high school in 2013.

I'd expect there to be no flicker at all if it was set up correctly with a full bridge rectifier.
@@JordanU these rectifiers flip the negative cycle to positive effectively going from 60 to 120 hz not "real" DC as many promote
