From what I knew, civil servant can still stay at his own home and went to work just like 9-5 workers. and to explain what jeonghan said here; hoshi and seungkwan where fighting so jeonghan told seungkwan to leave and come back later when they both have calmed down. but hoshi insisted that he needed to talk (with seungkwan then). so jeonghan made him promise that they will only talk and hoshi wont hit him. as soon as jeonghan left hoshi kicked seungkwan lmao. (all that being said pls note that they were both teens back then so fights were inevitable.)
But the funny thing is seungkwan said hoshi used to tell him that hoshi wishes seungkwan to have a junior as rude as seungkwan. and then when dino joined pledis, seungkwan went and apologized to hoshi for giving hoshi such a hard time

It's become known as the flying high kick story because Jeonghan was trying to separate them, he told Seungkwan to go upstairs, and made Hoshi promise he wouldn't hit Seungkwan... then Hoshi marched upstairs and gave him a flying high kick instead. 😂😂 Kwannie and Hoshi have told the story before, but this is the first we're hearing from Jeonghan, lol
