Hi! You don't need to use the photo tool anymore if you are sure you did a perfect job. Check on the photo details after cropping your photo. -Right click -properties -details You should see 600x600 px, 300 dpi, 24 bits, sRGB color

Zooming is only for the image, for the rectangle you can also select the rectangle, hit CTRL+T and increase or decrease the shape height then press enter
You can adjust that in Photoshop, set the resolution and try to increase the image quality when exporting it. In Photoshop, go to image and increase the resolution. Never try to modify the skin texture or color as this might lead to your photo been rejected.

The horizontal line can be anywhere but it should be able to touch the eyes. This is to assure that the head is straight or the eyes looking directly into the camera

Photoshop can be used to crop photos, i.e. for everything that is shown in this video. But at the same time, you cannot make any changes to the image using Photoshop, except for cropping. This is explicitly stated in the rules: "You will be ineligible for a DV if the entry photographs for you and your family members do not fully meet these specifications or have been manipulated in any way." Therefore, you should not try to change the background of the photo, including making it lighter or whiter. In general, it will be better to check the cropped photo for errors before sending it. This can be done using the "ASTAR photo-validator" program. In addition, this program can crop the original photo itself according to all the lottery photo requirements, which eliminates the need to use Photoshop at all. Good luck!
The only problem here is the 96dpi which supposed to be 300 dpi. Maybe they can consider at the end. File size is ok but maybe your image has a lower quality. Good luck

I did so right from setting up my photoshop document
But Photoshop will leave meta data in your photo which can be detected and your photo will be considered altered by editing software

Yes , it auto crop(resize) your photos to match the dv photo requirements but I like to do mine manually in Photoshop so I can see clear results
