I think it's because he's not using this as a recharging circuit at all, and probably doesn't even realize it. This is a total hack job. The solar cell is used as nothing but a detector, so when it is dark, the current from the battery is switched on to the LED. The diode keeps the solar cell voltage a little below the battery voltage, so it can't charge the battery (which is a good thing because it's not a rechargeable battery!). The LR1130 has a capacity of 70 mAh. Even if the LED is only drawing 2 mA, that's only 35 hours. After that, this won't work at all and the LED won't light at night because the battery will be dead.

First mistake: That's not a rechargeable battery.
Second mistake: that diode is not required and limits your brightness.
