This is what I imagine listening to this version.
A stressed and overworked man being short of money calculates what he has, just having enough to pay off his taxes and bills, but barely enough for his own expenses.
The “wealthy man” he’s thinking of is him daydreaming about how his life would be like if he was rich and makes it his goal. He knows only the lucky few can get rich (“a man like that is hard to find”) and even if he does find someone who can teach him how to become wealthy, he thinks they wouldn’t bother with him (“and if he happens to be free I bet he wouldn’t fancy me”)
He’s finally tired of the way he’s living and decides it’s time to change. He manages to save a decent amount of money and because it wasn’t much, he is very tempted to go to Las Vegas or Monaco to cheat his way to riches by gambling. After doing some research though, he realizes how risky it would be since the odds are heavily stacked against the players, so instead he researches and tries different ways to become rich
It was a rocky road, but he got there in the end, finally achieves his goal and ends up becoming the most wealthiest man in the country
