An unconditioned response is something you naturally do when presented with the unconditioned stimuli. Pavlov's dogs, the experiment they're referencing here, would naturally salivate when presented with food, so Pavlov rang a bell whenever the dogs were fed and eventually they would salivate just from the sound of the bell. In Jim's version, Dwight sticking his arm out is not an unconditioned response.
