In the end he did have his tribe's staff after all, so that would logically make him have the staff's general transformation. With the staff in there as well the only thing that'd make sense is the last one standing, gets the staff and becomes general. As we see with the hypnobri. I think the reason Pythor is different is because he is the biological general, however the 5 "leaders" took it upon themselves to be the tribe's miliarial generals and pushed Pythor to the sidelines, him keeping his general form despite being called or acknowledged as a lower serpentine. Also his white scales were due to him being bleached by the Devourer's stomach acids, the coloration would have nothing to do with how the fangpyres have white scales. So him being white and how fangpyres have white in them would have no connection at all.

About them starving to the point that they ate each other actually according to a story we hear in season 3 which tells that the snakes are who isolated themselves as some kind of protection from the Dark master, Wouldn't be a really stupid move if the anacondria Isolated themselves in a place without food growing and regrowing.

I think it would have made more sense if clancee was half venomari and half anacondrai because he has the light green skin of a venomari and his model is an anacondrai model instead of a hypnobrai at least pythor has some features of anacondrai and one feature of a fangpyre
I think there are two reasons 1) there was no basic anacondrai model when they designed pythor 2) since pythor was the main villain of the first season he had to look more threatening than the other snakes
It was confirmed that pythor was a mutation. Also pythor was never a general to begin with. Reason I say this was because former showrunner Tommy Andreason confirmed that it was possible pythor was an outcast towards the other anacondrai.
